The first civilian to assume the position of director of the Benemérita, and minister of the Interior in many pools of the socialist government, he led an unparalleled criminal career. The son of a taxi driver, his political career raised him to the top, but everything came to a halt in 1993, when the increase in his fortune, which amounted to about 10 million euros, came to light. Luis Roldán, champion of the fight against ETA, had modernized the image of the Civil Guard, at the same time that he had sanitized his checking account.
He was fired and went on the run. In 1995 he was arrested in Bangkok. The Court sentenced Roldán in 1998 to 28 years in prison for bribery, false commercial documents, embezzlement of public funds, fraud and crimes against public finances. The González government was marked forever.
