The first civilian to assume the position of director of the Benemérita, and minister of the Interior in many pools of the socialist government, he led an unparalleled criminal career. The son of a taxi driver, his political career raised him to the top, but everything came to a halt in 1993, when the increase in his fortune, which amounted to about 10 million euros, came to light.
