Compromís assures that it does not want to block renewables despite the suspicions of the PSPV

"We are very aware of what companies are at stake and none of them will lose their guarantees because of us." With this forcefulness, the regional secretary of Territorial Policy, Urbanism and Landscape, Inma Orozco, expressed herself to La Vanguardia.

Faced with criticism and suspicions of a possible blocking of the files to install photovoltaic panels, the leader of Compromís defends herself and assures La Vanguardia that the branch of the Ministry that depends on the coalition is working "at full speed" to be able to resolve the reports of stranded renewables and that they need to have a series of permits from the Economy, Agriculture and Territorial Policy before January 25.

Otherwise, the promoters risk losing the load nodes distributed by the Ministry of Ecological Transition and even part of the guarantees and the money invested in the different projects presented. In this context, Orozco assures that they have set themselves the goal of liquidating the files they have in hand and that they are pending that first examination on January 25 before next December 20, that is, in less than two weeks.

And they will do so by complying with the instruction drawn up by the Minister of Territorial Policy, Rebeca Torró, drawn up according to the criteria of the Generalitat Valenciana Lawyers who understand that developers cannot be asked for a landscape report (which is an exhaustive and complicated study of doing); or that the 3% norm cannot be applied generically in all municipalities. Orozco defends the work of the technicians who interpreted this rule differently and confirms that they abide by the resolution (another thing is that they share it) and are "readapting" with the aim of resolving before the deadline.

In these circumstances, leaders of the Valencian coalition consulted by this newspaper do not understand this "obsession of the PSPV, Minister Rebeca Torró and President Ximo Puig", to point them out. The discontent in Compromís as a party is evident, as is the case with the Socialists who understand that, despite public declarations, impediments and obstacles are being placed on the development of renewable energies in certain departments of the Consell controlled by the nationalists.

In this line, the Socialists frame the dismissal of the one who was until last week general director of Ecological Transition, Pedro Fresco, who after his departure from the Government harshly criticized the self-consumption plan projected by his party.

Yesterday, regarding the controversy, the president of the Generalitat Valenciana, Ximo Puig, assured that despite "the different views" and "the dysfunctions" that there may be within the Consell regarding renewable energies, the files of the photovoltaic plants "will come out forward" on time. "I guarantee it," stressed the head of the Consell before announcing that next week he will hold a meeting with the ministries involved.

As Orozco explained, yesterday morning there was already a meeting of the regional secretariats and general directorates involved in unblocking the files that have to be resolved before January 25. "There is coordination and we all share the same goal."

In this line, from Compromís the figures are refuted and it is detailed that as of December 7 in the General Directorate of Territorial Policy and Landscape, 273 files of renewable energy generation facilities have entered to be informed. At this time, 117 are pending reporting: 98 are being analyzed and 19 require a prior report from the corresponding Hydrographic Confederation in order to resolve.

Of the total, there are 73 files that have to meet the milestone set by the Ministry in January. Of these, 40 have already been reported, 14 are pending a report from the corresponding Confederation and 19 are currently being analyzed.

"The files with a milestone set by the Ministry have absolute priority on the part of the Autonomous Secretariat and, therefore, the General Directorate is devoted to addressing the urgency that state deadlines imply," explain the same sources. To the point that an order has been given to empty the content that does not have to be resolved within a certain period by the territorial planning commissions in order to focus efforts on resolving photovoltaic energy.

Overall, they add, "of the files already reported by the two services of the DG Territorial Policy and Landscape, 75 have a favorable report, adding a total of 1,287.42 MW of validated power."

If it has not gone faster, they assure that it is due to a lack of hands and personnel and they give an example of the fact that the position of deputy director to manage these issues that came out last February was not covered until recently.

In addition, they complain that in other general directorates (dependent on the PSPV) the files have also been delayed, so they do not understand that they are the "scapegoat".
