Two offers compete to win the concession from Idiada Automotive Technology, the public company that manages the automotive test circuit in Santa Oliva (Baix Penedès). Applus, the current winner of the infrastructure, has partnered with Novotec Consultores to run for re-election. For its part, TÜV Rheinland has also submitted an offer.

Last Friday, the contracting table evaluated envelope A of the offers presented. In this part of the process, the agency only verified that the information required in the public tender had been deposited. Both companies have been validated as bidders. The evaluable content of the offers is found in envelopes B and C.

The Department of Economy put out to tender an 80% stake in Idiada in mid-March. The tender price amounts to €238 million and the contract duration is 25 years. The Generalitat, which will have a 20% stake, also expects to earn between 375 million and 400 million from the collection of a fixed annual fee of four million, another variable fee depending on the economic evolution of the company and the payment of dividends.

Applus, which is in the final stages of a takeover war that the I Squared and TDR Capital funds appear to have won, is the current holder of the concession. The company won the tender for 20 years and subsequently obtained an extension of the contract for another five years.

The contract expires in September, so the Generalitat hopes to have the successor tied to the certification company during the summer.

The award criteria are mainly objective, with a total weight of 80 points out of 100. The economic proposal has a maximum score of 70 points, as well as the upward improvement in the amount of the mandatory minimum investments, with a maximum score of 10 points. . The remaining 20 points are based on criteria to strengthen the impact of the activity carried out by Idiada on the Catalan economy.
