The Government defends that Catalonia "can project itself internationally within the framework of its powers" and that there are legal mechanisms if the Generalitat exceeds this task and makes decisions against the "interests of the State".
The Executive refers to this issue in a written response that it has sent to Congress, where the PP had asked about the "increase in the budget of the Department of Foreign Action and the European Union" of the Cabinet of Pere Aragonès.
In this regard, from La Moncloa it is stated, in this response collected by Servimedia, that "the autonomous community of Catalonia, like all the others, can project itself internationally within the framework of its powers".
However, it is indicated that if the Generalitat "plans or develops an external action that goes beyond the regional competence or collides with the interests of the State, the services of the Ministry of Foreign Affairs, European Union and Cooperation will analyze the situation in order to adopt the measures necessary”.
The Executive explains that article 149. 1. 3º of the Constitution establishes "the exclusive competence of the Government in matters of international relations."
It is added that "the Government will defend this constitutional mandate, developed in Law 2/2014, of March 25, on State Action and Foreign Service, and in Law 25/2014, of November 27, on Treaties and Other International Agreements”.
It also refers to the fact that the Cabinet of Pedro Sánchez, and "in particular" the Ministry of Foreign Affairs and the network of Embassies and Consulates abroad, "ensure respect for the constitutional and legal order and work to defend the international reputation of our country, the interests of the Spanish people and the territorial integrity of Spain”.
