Companies want to advance the dualization of FP

Catalan business associations are troubled by the challenge of properly applying the reform of professional training (FP) which requires that, from next year, students alternate training between the educational center and companies, with more working hours. "We all support this model", assures Manel Rosillo, FP manager at Foment del Treball, but it is very ambitious to want to dualize everything at once and go from the current 5% to 100% next year".

The concern is not only based on the increase in hours that the student must spend at the workplace (in Catalonia there are at least 20 million more hours to go until June 2026), but also on the little information that employers and the self-employed have about their future role. It also worries them, after claiming for a long time a firm commitment to vocational training, that not enough quality is offered, such as the fact that there are schools that cannot find suitable companies.

For Foment, it is important that employers know that next year they will take on part of the curriculum, so it urges the administration to lead an information campaign. "They won't make an internship report and that's enough", explains the manager of the employers' association.

Rosillo believes that "we cannot get lost, as happened in December, with the Social Security registrations for student internships, which were postponed from July to September and from September to January, until a week before it was found a solution, which is temporary", he says. This is why he is proposing that, in addition to the extended budget and the advance of the elections, the Government should lead an information campaign.

It also underlines the need to have a map of resources by sector and by territory. "What capacity do we have to offer training considering that the company will receive students from cycles, professional and university certificates?". In this sense, the FPCat Agency plans to create a prospective map, but it will not be ready until 2028.

For Pimec, it is necessary to make it easier for the micro-enterprise to go from having a trainee to having one to train and evaluate him. And the figure of the joint tutor (a tutor who accompanies several companies) is necessary. That is why it is necessary to have financial resources.

As the new curricula planned for the 2024-2025 academic year are implemented (CC.OO. has asked for an extension), difficulties will emerge that employers anticipate (labor risks for minors, practices far from the institute, job tips in the company...). Pimec did a study with renewable energy installers and observed that they could not guarantee that there would be orders during the internships (they are also dedicated to other installations).

On the other hand, one of the relevant changes, pending in Catalonia, is to integrate into a single system the educational VET network (the cycles) and the employment training network (adult workers), which until now have operated in parallel lel. According to the FPCat agency, it is planned to deploy around 50 that cover all professional families, both public and private.
