Who is responsible for an offense committed by a minor on an electric scooter?

They have been another means of transport in cities for a few years now, but there is still considerable misinformation about all the legal aspects and road regulations that exist around electric scooters. Or it would be more correct to say the VMP (Personal Mobility Vehicles), as the General Directorate of Traffic (DGT) calls them in its regulation. That is to say, a vehicle with one or more wheels that only has one seat and is propelled by means of electric motors, which give it a speed of between 6 and 26 kilometers per hour.

It is an alternative to move around the city that has been praised for its positive points, but has also garnered controversy due to the irresponsible movement of some users. Among those who are minors, since the minimum age to drive an electric scooter is 16 years. However, in the event of a breach with one of these VMPs, who is responsible? The DGT gives a very clear answer. The responsibility of the infractions committed during the use of electric scooters by drivers under 18 years of age will correspond directly to their parents or legal guardians.

As with any other vehicle that circulates on public roads, such as cars, bicycles or motorcycles, electric scooters must respect a series of standards, collected and specified in the DGT regulations. Violation of these will entail a sanction, the nature of which will depend on the type of improper behavior.
