The Second Vice President and Minister of Housing, Héctor Illueca, signed this Friday the resolution by which the procedure for the declaration of stressed residential market areas in the Valencian Community as a result of the new Housing Law begins.

Illueca has explained the specific cases in which the rule will be applied, which will go through capping the rents in the three provincial capitals: Valencia, Alicante and Castelló; and in another eighty municipalities classified as highly needed by the Ministry. For the Minister of Housing, Hèctor Illueca, "it is an urgency and a necessity when there is an extra effort in paying for housing, that is, more than 30% of family income and also when the price increase is more than of three percentage points on the increase in the CPI over a period of five years".

Housing had already diagnosed which were the Areas of Housing Need in the Valencian Community (ANHA), divided between those classified as high ANHA (27 in the province of Alicante, 8 in Castellón and 48 in Valencia); 83 on average (20 in the province of Alicante, 13 in Castellón and 50 in Valencia); and 8 as low (29 in the province of Alicante, 10 in the province of Castellón and 43 in the province of Valencia).

Likewise, Illueca has ordered the General Directorate of Housing Emergency, the Social Function of Housing and the Observatory of Habitat and Urban Segregation to investigate the preparatory procedure aimed at obtaining information related to the situation of the residential market in the Community. After the signing, Héctor Illueca has affirmed that this entails the imminent application of the State Housing Law in the Valencian Community after its publication this Thursday in the Official State Gazette. The measure announced today is the acceptance of the right of access to housing, which highlights the possibility that the competent Administrations declare areas of stressed residential market, in accordance with article 18 of the same, in order to "orient the public actions in the field of housing in those territorial areas in which there is a special risk of insufficient supply of housing for the population, under conditions that make it affordable for market access, in accordance with the different territorial needs”.
