Two wounds and a miracle in the Borràs case

The thread of communication between the leadership of Junts and ERC has been silent since Tuesday. Not a single message after knowing the order of the TSJC opening an oral trial against Laura Borràs for her management in the ILC. More silence after the intemperate speech of the president of Junts indicating "with names and surnames" to the members of the Parliamentary Table who, complying with the regulations, voted to suspend her as a deputy and president of the Chamber. Before the press, Borràs accused ERC, the CUP and PSC of setting themselves up as "hypocritical judges" and there was no complaint from ERC in private. She went into shock in public. President Pere Aragonès raised the republican flag of zero tolerance for corruption in the face of Junts' complaints.

Borràs is part of the so-called 4x4 that manages relations between the partners of the Government, so the communication channel has ceased to be useful to address the umpteenth crisis as long as Junts does not clarify the future of its president. Borràs' departure from the institutional equation while awaiting trial highlights the two open wounds: The incompatibility of strategies in the national axis and the priorities of each party. And a miracle: the survival of the Government, immune until now to any political calamity.

In ERC they are as forceful in linking the Borràs case with corruption crimes as they are cautious in the face of the agitation of the waters in Junts. A handful of territorial executives have proposed to the management that the militancy vote for continuity in the Government after the suspension of Borràs. Some of them have already tried in Congress to force the consultation but they failed. The pulse repeats. “In a normal situation, the Government would have to be abandoned. Yes. But they voted for us to make independence and if we leave, we move away from it, ”Joan Canadell insisted yesterday.

The management plan was drawn up in the last executive and, for the moment, it is maintained despite the fact that Borràs has been left without the presidency of Parliament – ​​his record on the web is headed with the suspension agreement – ​​without an official car and without salary … (She maintains the escort as president of Junts). In September, Josep Rius and Victòria Alsina will present the results of the government pact audit to the party's national council and the roadmap to be followed will be debated there. "Until then, nothing." And beyond? Only the need to find a balance between “accompanying” Borràs and preserving the interests of the new Junts is assumed.

And how does that government survive? The last barometer of the CEO not only elevated the PSC and registered a drop in support for independence to the lowest in eight years, but the suspense of the Government compared it to that of the Torra stage. If the presidency does not give electoral performance, ERC needs concrete details at the dialogue table with the Government that are not buried in 24 hours by the TSJC and the TC feeding Junts' theses.

Pedro Sánchez links the future of the ERC dialogue strategy to his presidency, so it is taken for granted that the Republicans will prop up the legislature through the budgets. The concession of the PSOE is to reconcile the negotiations and accelerate the reforms already diagnosed in order to carry them out before the end of the year and thus avoid the tidal wave of the municipal elections. Not all actions will be publicly attributed to the table.

There will be the changes in the law of official secrets or of the CNI, for the Pegasus case; the gag law and even the electoral law to avoid the "supervening disqualifications" that ended with Quim Torra or the deputy of the CUP Pau Juvillà. Then there is the reform of the crime of sedition in the Penal Code – tweaking the type and penalties – to which embezzlement and public disorder can be added. The objective of ERC is to formalize the first reform in September and end up achieving the "effects" of an amnesty without having it.

In Moncloa they presume that they have dragged the ERC to renounce unilateralism, but what the Republicans have done is apply it in the Government. The pact with Junts gives them room for maneuver even the municipal ones, which allows them to coordinate their negotiations with the PSOE and demand that their partners respect the legislature agreement, convinced that the wounds will always be open, but also that miracles between intimate enemies they exist and, for the moment, they will not dare to leave the Government.
