The Valencian tax reform and other announcements by Ximo Puig in the general policy debate

The president of the Generalitat, Ximo Puig, has made a whole series of announcements with the great objective of combating inflation and cushioning the effects of the war and the energy crisis.

A tax reform that pivots on three levels.

1. Increases by 10% the amount exempt from taxation for all citizens.

2. New autonomous income tax rate for this year. New sections adapted to the current situation.

3. All Tax Deductions and Allowances are increased by 10%. More people will be able to take advantage of all the deductions.

Thus, the head of the Consell has explained that the effects of this reform will be retroactive to January 1 of this year. It will be applicable to the Income of 2022. Likewise, the income that can benefit from the deduction will go from 25,000 to 30,000 euros. With an important nuance: income over €60,000 will maintain its tax effort.

In addition, he stressed that the wealth tax is maintained.

Puig has advanced that the Generalitat will approve a tax deduction of €100 for mortgages for individual income of up to €30,000 and for joint taxation of €47,000

The public transport of the Generalitat metro, tram and buses will be free for all young people under 30 years of age. A saving of 135 euros per young person. According to the calculations of the Generalitat Valenciana there are one and a half million Valencians under 30 years of age.

Regarding the occupation, Puig has indicated that this month the IVF will begin to mobilize 180 million in loans to companies. Some loans at 1.5%, with 20% non-refundable aid and to return in 10 years.

In this line, the head of the Consell has announced the creation of a Free Justice Service to assist SMEs, companies, freelancers and workers.

The Valencian president has highlighted the importance of tourism and has pointed out that, in 2023, the aid programs for Imserso and the Tourist Bonus will be reissued.

Another of the actions announced is the articulation of a Valencian Forestry Cooperation Fund for better maintenance of forests, fire prevention and greater reforestation. A measure that will have a budget of 50 million euros with the idea that the councils can contribute 30 million more to this plan.

Another of the prominent announcements is the creation of a line of aid to compensate agricultural owners who recover or maintain crops in areas of strategic forest value. A pioneering initiative in Spain, he pointed out, with an investment of 5 million.

Among the Generalitat's support measures for the industrial sectors most affected by the energy crisis, the socialist leader has assured that the Government's aid to the gas-intensive sector will be completed. In addition, he has indicated that renewable energy projects, their connection to the grid, the grid itself and its assets will be requested to be declared "of superior public interest". That would allow, he has pointed out, that large renewable energy projects can be authorized in one year.

In the health field, Puig has made a relevant announcement with the intention of reducing the worrying waiting lists. Thus, she has reported that "a patient who has to be operated on for the most prevalent pathologies, and is going to have to wait more than 60 days, will be able to choose the option, from the first day, of being operated on in Private Health.

This exceptional measure will come into force in December and will last for the necessary period until the waiting list is normalized.

As for education, Puig has indicated that an awareness campaign is being launched for adolescents to prevent suicidal and self-injurious behaviour.

Likewise, the commitment to VET continues with the launch of 10 integrated centers in the coming years. Two of them are very symbolic: a training center to attend to the needs of the Sagunto Gigafactory and another together in the City of Light to reinforce the audiovisual labor fabric.

Towards the end of his speech, Puig promised to carry out a study on the Tram from Altet airport to Torrevieja.

Likewise, in Castelló, the studies will be awarded so that FGV establishes itself with the power that Castelló and the entire Plana need to meet the economic, labor and social needs of the metropolitan area.
