The Valencian Government will implement a language requirement inspired by the Galician model

As of 2025, knowledge of Valencian will be required to access the Valencian public administration. This has been agreed upon by PSPV and Compromís which, after years of negotiations and disagreements, have closed a historic agreement in the twilight of the second legislature of the Botànic. It is, both the Minister of Education, Raquel Tamarit (Compromís), and the Minister of Public Administration, Gabriela Bravo (PSPV), influenced a requirement that is more inspired by the Galician model than by the Catalan or Balearic ones.

An alibi to take refuge from the foreseeable criticism of the opposition that has always seen in this demand of political Valencianism an opportunity to attack the Executive of Ximo Puig. The Valencian president has always stressed the need to guarantee that a citizen can address the administration in the two official languages ​​of the Valencian Community and this required some type of regulatory change.

The problem was to reach an intermediate point between the requests of some and the claims of others. Finally, both socialists and nationalists have chosen not to give too many arguments to the opposition, exempting health personnel from this linguistic training, for whom knowledge of the native language will continue to be a merit. Teachers who are required to have a higher level of knowledge of the language will not be touched either.

In addition, Bravo explained at a press conference, the temporary hiring of personnel without linguistic accreditation will be allowed if there is a shortage of professionals in order to maintain the public service. Likewise, the level of knowledge of their own language will be in accordance with the level or civil service group.

The other great triumph of the PSPV is that applicants for a public position will be able to acquire training with the current educational system without the need for an extra exam. However, it cannot be said that it was an exclusive triumph of the PSPV positions, since, for Compromís, the main objective was not to end a second legislature without a regulation that would shield one of its historical claims. Although they would have liked to go a little further, the fact of implementing a requirement can already be considered a political victory, and this was reflected in the faces of those responsible for the Ministry of Education after years of battling without success.

Along these lines, both councilors underlined the importance of the agreement reached and valued very positively the predisposition of both parties to reach an agreement. A consensus that, by the way, as the negotiators explained to La Vanguardia, had been closed for weeks, but that they did not want to announce until the budget agreement was first sealed.

When the two decrees that will allow the demand for the requirement are approved, already for the oppositions from 2025, the people who compete to oppose the level of officials A1 and A2, that is, senior officials with university studies, must have a level C1 of Valencian -what was previously known as the 'Mitjà'-; applicants for groups B and C1 must have a B2 level, while in the C2 subgroup (the lowest) a B1 level of Valencian will be required.

The acquisition of this training may be done through the public education system. With the definitive implementation of the multilingualism system, students who have finished their studies in the 2021/2022 academic year and who have achieved at least a 7 mark in the Valencian subject in the two Baccalaureate courses will have a C1. With the simple passing of the subject, a B2 will be obtained, while having approved it in the four ESO courses, a B1 will be achieved.

For students from previous courses, the maximum that will be given for having passed Valencian in the two Baccalaureate courses will be a B2, and for those in ESO, a B1. These will be the requirements for the transitional period from the entry into force of the decrees until 2025.
