The PSC proposes to ask the Government to transfer Rodalies to the Generalitat before the end of the year

The parliamentary group Socialistes i Units per avançar has registered this Wednesday at the Parlament Table a resolution proposal that urges the Government to agree with the Ministry of Transport, Mobility and Urban Agenda the transfer of Rodalies Renfe to the Generalitat before the end of this year, a historic and insistent claim by the two partners of the Govern de Pere Aragonès, ERC and Junts, who have also registered a more ambitious proposal in the same direction.

In the midst of the internal crisis in which the two independence formations find themselves, the leader of the PSC, Salvador Illa, has appropriated the independence claim in a resolution proposal that will be debated and voted on this Friday as a result of the political debate general that began yesterday in Parliament.

Specifically, the socialist group urges the Government to agree before the end of the year with the ministry led by Raquel Sánchez together with the Department of Vice-presidency and Digital Policies, led by Jordi Puigneró, the model for the transfer of economic resources necessary for adequate management of the railway services that are the responsibility of the Government of the Generalitat and the ownership of the infrastructures that can be segregated from the railway network of general interest within Catalonia to be able to provide said services, to be approved in the next mixed commission of economic affairs and taxes

It also urges the Government to agree with Renfe on the necessary actions to acquire and improve the trains and workshops while those of another operator are not available.

In the proposal, the PSC highlights that the agreed transfer model must guarantee the necessary resources to deal with the service with the "maximum standards of quality, reliability and user service". The transfer of economic resources must be complemented, says the PSC, with "a review of the Rodalies 2020-2030 plan" that "guarantees consistency in improvement projects."

In another joint resolution proposal by Junts and ERC, the central Executive is urged to agree before the end of the year "the transfer of the Rodalies service so that the Generalitat assumes its comprehensive management through Ferrocarrils de la Generalitat, as well as the ownership of the Catalan railway infrastructures necessary to be able to provide the services". The text details that the transfer must include "the stations, the trains, the workshops, the tracks, the catenaries, the traffic control centers, the personnel and the necessary financing to deal with the service, its maintenance and the execution of the actions improvement of the capacity, quality and reliability of the infrastructure and rolling stock".

Yesterday, during the general policy debate, the president of the Generalitat referred to Rodalies to reproach the leader of the PSC for not taking the management of Renfe rodalies "seriously". Illa asked him to clarify his position: "Which president will I meet? The one who, the same day he signs an agreement to improve the B-40, asks a member of the Government not to attend, the one who disavows his vice president about the expansion of the Airport, or with a president who wants to solve it? If he wants to solve it, he will have me by his side".

The PSC also proposes in another resolution to urge the Government to continue talking with the central Executive and the airport operator Aena to transform El Prat Airport into a "true intercontinental hub" that allows its growth while respecting biodiversity and European environmental directives and preserving the protected natural area of ​​the Delta del Llobregat. This model, according to those of Illa, should allow the AVE connection with Girona and Reus airports to improve its competitiveness.

In the same resolution on infrastructure, the PSC also urges the Government to agree with the Executive of Pedro Sánchez on the mechanisms that allow the drafting of the Ronda Nord or Ronda del Vallès project, a project in which there have also recently been discrepancies between both governments.

In other resolution proposals, the Socialists once again ask to urge the Government to "promote a space for dialogue between the political formations of Catalonia" and urge the Government to present in October a draft Catalan Budget Law for 2023, as well as to open a dialogue with the parliamentary groups willing to seek an agreement and dialogue with social and economic agents before presenting this bill.
