The Parlament closed the period of sessions last Friday without the minutes that include the delegated vote of the Junts deputy Lluís Puig being signed by the political leaders responsible for doing so.

The Constitutional Court (TC) challenged the voting delegation of the former Minister of Culture, since his situation, residing in Belgium, is not part of the options contemplated by the regulations of the Catalan Chamber to vote without being present. Even so, the independentist members of the Table signed an agreement to assume the functions of some workers of the institution and ensure that the vote is effective and ignore the TC.

However, the minutes in which that vote is included, which was counted out loud since it did not appear in the electronic systems, are not signed by the secretaries, nor do they have the endorsement of the presidency, according to the Agència Catalana de Notícies. (ACN) and confirm parliamentary sources.

Article 82 of the Parliament's regulations stipulates that the plenary and committee sessions must be acted out and that the direction of the vote of each parliamentary group must be included. In addition, it also specifies that the minutes must be signed by one of the secretaries and have the approval of the president. Once that happens, they remain at the disposal of the deputies in case a claim has to be filed. If no one claims, it is understood that the minutes are approved. Otherwise, if there is any discrepancy, it must be put to the vote at the next plenary session.

What seems clear is that Laura Borràs, who was suspended as deputy and president last Thursday, will not be in charge of endorsing the minutes. It is up to the Republican Alba Vergés to do it, who as first vice president has assumed all the functions that the leader of JxCat performed in the institution.
