The Government investigates a possible import of Russian diesel through Morocco

The Minister for the Ecological Transition, Teresa Ribera, has confirmed that Spain is investigating the possible entry of Russian diesel into Spain through imports from Morocco.

Ribera has thus responded to journalists after his participation in an informative breakfast organized by the Forum for the New Economy, following the complaint launched on Thursday by the CEO of Repsol, Josu Jon Imaz, in which the manager denounced the arrival by means of diesel oil of Russian origin via North Africa and Turkey.

One practice was distorting the market and hurting companies that comply with bans the European Union has imposed to pressure Russia to end the war in Ukraine.

Sources from the Ministry of Ecological Transition, quoted by the Europress agency, indicated that they take this issue "very seriously, not only for Spain but for the EU as a whole", for which they considered that they must continue "to be inflexible in the firm compliance with sanctions against the Putin regime.”

The same sources confirmed yesterday that Ribera is preparing a letter requesting a joint response from the European Union to this situation, which would include the "immediate" implementation of a reinforced traceability mechanism for all imports arriving at the EU from the origin.

"In the first consultations, importers show documentation that is apparently in order and the products do not come from Russia, but obviously we are vigilant and we will ensure that this is the case," said the minister.

In view of these events, the model that Spain proposes to the EU involves drawing up a common European proposal that incorporates a guarantee certificate from the European Commission. A certificate not only from the ports, but also from the refineries where the product comes from or from the exporter of the coal mines.

All the elements -volume, date,...- should appear in this certificate, guaranteeing that imports arriving in EU territory are not subject to any of the approved sanctions packages.
