The Government has wanted to avoid confrontation with former president Carles Puigdemont, as a result of the letter he released last Sunday in which he rejected the reform of the crime of sedition as a solution. In the press conference after the Consell Executiu, the spokeswoman Patrícia Plaja has expressed the "maximum respect" of the Catalan executive for Puigdemont. "For President Puigdemont, President Puigdemont himself decides," the spokeswoman stated.

Plaja has stated that with the judicialization process "personal solutions" are not sought, but a global solution "for all without making differences". The spokeswoman has reiterated on several occasions that the Government respects the opinions of the former president and that it cannot speak on his behalf.

The sedition reform had an impact on the negotiations for the renewal of the General Council of the Judiciary, which the Popular Party ended up suspending last Thursday. The Government of the Generalitat trusts that this clash between popular and PSOE will not have an impact on its conversations with the Government for the dejudicialization. On this issue, Plaja has avoided revealing the details of the negotiation between executives due to the need to speak with "discretion". The Government still does not have a date for the next dialogue table, but believes that the commitment to meet before the end of the year can still be fulfilled.

On the other hand, the Government still does not have a date for the approval of the budgets in the Consell Executiu in order to then be able to submit them to the Parliament for a vote. Patrícia Plaja has confirmed that this week the round of contacts with the parliamentary groups will continue, including the PSC. The Government maintains as a priority to approve them with Junts, the CUP and the commons, but it does not rule out, for now, the support of the Socialists.

The executive is convinced that the partners considered as priorities will "exercise responsibility that the country needs." Otherwise, he will need the votes of other political forces, and that would be when the PSC would come into play.

Even so, the spokeswoman has limited herself to saying that the Government is going "game by game" and does not want to "pass screens", for the moment. Plaja has recognized, yes, that they will hold meetings with the PSC these days. Due to its role as the first opposition party, the Government will "listen" to Salvador Illa's formation. However, there is no way out of the script and from Palau they point out Junts, the commons and the CUP as the priority parties to approve the accounts. The Department of the Economy continues to prepare the budgets, which are not yet finished, and will undertake a dialogue with the social agents so that they feel challenged.

In the press conference after the Consell Executiu, the Government spokeswoman also acknowledged that the Winter Olympics bid is "stopped", despite maintaining the will to organize them alone. The executive highlights the support of the mayors of the affected territory to carry them out, but assures that "the ball is in the court of the International Olympic Committee".

The technical office specialized in the Games that was created a few months ago has not been closed, although it is not working at the moment. Plaja has underlined that this office does not imply "any cost" for the Generalitat. The issue of the Games, therefore, remains on standby, as well as the planned consultation in the regions that would host them.

With regard to this type of consultative process, the Spanish and Catalan governments have reached an agreement stating that the consultation law "adapts to legal regulations" and that therefore there will be no appeal. The Government has stressed that this legislative text only empowers it to ask about matters in which it has powers. The agreement has been reached in the Regulatory Follow-up, Forecast and Conflict Resolution Subcommittee, in which the State and the Generalitat are represented.
