The Government approves that the territories design and promote active employment policies

The Catalan Executive has given the green light for the entities of each territory to coordinate and lead the strategies of active employment policies. The measure, approved at the meeting of the Executive Council held today, is the result of the agreement recently reached between the Department of Business and Work, CCOO, UGT, Foment del Treball, Pimec, the Federation of Municipalities of Catalonia (FMC) and the Association Catalan Council of Municipalities (ACM).

Thus, the administrations, social and economic agents and entities of each territory will design and apply the occupational services and programs in order to adapt them to the characteristics and needs of each area. As reported by the Government, the territorial scope of reference for the concertation will be the region, although it could also be applied to municipalities with more than 50,000 inhabitants or different areas if it is justified that there is a differentiated economic and occupational reality.

The measure establishes that the entities of each territorial unit must agree on the preparation of the programs, services and actions, which will be presented to the Servei Públic d'Ocupació de Catalunya (SOC) for recognition. This is a pioneering initiative at the state level that represents a paradigm shift for the operation of the SOC since from now on it will be the entities of each territory that are in charge of defining and promoting their active employment policies.

It is expected that in the coming days the Department of Business and Labor will publish an order to regulate the procedure for recognition and renewal of territorial strategies so that the SOC and the representative entities of each territory can coordinate actions in this matter.
