The Plenary Session of the Consell has approved a decree granting Ford España, SL an extension of the deadline for the works it is carrying out at the Almussafes logistics terminal. The objective of this adaptation is to allow connectivity with the Mediterranean Corridor.

As indicated by the Generalitat in a statement, the new decree modifies the first basis of Decree 98/2016, which now indicates the following: 'Object of the subsidy: The direct granting of a subsidy to Ford España, SL, to carry out the necessary investments to adapt the logistics terminal of the Almussafes Industrial Area to the conditions that allow its connectivity with the infrastructure of the Mediterranean Corridor, during the period 2016-2025.

The import of the subsidy will amount to 100% of the eligible investments referred to in the first base, with a maximum contribution of 10,000,000 euros, which will be paid against the credits that are enabled for this purpose in program 722.20. Industrial Policy of the Budgets of the Generalitat.

Decree 98/2016, of the Consell, establishes the regulatory bases for the direct granting, on an exceptional basis and for reasons of public interest of an economic nature, of a subsidy to Ford España. SL, to carry out the necessary investments to adapt the logistics terminal of the Almussafes industrial area, of which it is the owner, to the conditions that allow its connectivity with the infrastructure of the Mediterranean corridor.

In application of this decree, subsequently, and through a resolution of the head of the Department of Sustainable Economy, Productive Sectors, Commerce and Labor, a nominative subsidy was granted to Ford España SL, to carry out the adaptation investments. . in the logistics terminal of the Almussafes industrial area, for its connection and operation with the Mediterranean corridor. GRANT

Under this resolution, Ford was granted a subsidy of up to 100% of the eligible investments necessary during the period 2016-2018.

Both in the decree of regulatory bases and in the concession resolution, it was achieved that the Department with powers in matters of industry would make a maximum contribution of 10,000,000 euros, according to the following breakdown by annuities: Fiscal year 2016: 3,000,000 euros; Fiscal year 2017: 5,000,000 euros and Fiscal year 2018: 2,000,000 euros.

On the other hand, in the regulatory bases and in the same concession resolution, it was developed that, if the import of justified expenditure in each annuity was less than the maximum aid provided, the contribution of the Department would be reduced by the corresponding amount, without The detriment is that, to ensure the adaptation of the different annuities to the effective development of the subsidized action, the necessary readjustments of annuities could be made.

In 2016, Ford España, SL began adaptation investments in the logistics terminal of the Almussafes industrial area. However, during the execution of the project, different unforeseeable events and circumstances occurred that did not allow its normal execution.

For these reasons, on June 13, 2018, the company benefiting from the aid presented a document in which, in view of the supervening circumstances, it requested the modification of Decree 98/2016 of August 4 of the Consell, as well as the granting resolution of November 3, 2016, for the exclusive purpose of extending the term for the execution of the remaining subsidized investment, and recording the import pending subsidy in the 2019, 2020 and 2021 annuities. This request was estimated and included in Decree 203/2018, which would later give way to a solution for the granting of the nominative subsidy.

On September 29, 2021, the beneficiary company Ford España SL once again requested a new extension of the deadline for making the investments, with a new readjustment of annuities, consisting of distributing the total amount currently planned in the 2021 financial year. 781,000.31 euros, in the following annuities: Fiscal Year 2021, 356,512.83 euros, Fiscal Year 2022, 24,487.48 euros and Fiscal Year 2023, 400,000.40 euros.

On June 5, 2023, the beneficiary company Ford España SL once again requested another extension of the deadline for making the investments, with a new readjustment of annuities, consisting of distributing the total amount currently planned in fiscal year 2023 of 400,000 .40 euros, in the following annuities: Fiscal year 2023, 0 euros, Fiscal year 2024, 0 euros and Fiscal year 2025, 400,000.40 euros.

In parallel and in relation to the above, from the Office of the Government Commissioner for the Mediterranean Corridor, Ford Spain SL was informed that the arrival of the standard gauge to the Ford factory requires that the works be completed and different sections involved be put into service. . for the provision of the Corridor.

Taking into account the execution and administrative status of each section, as well as the estimate of its completion, the High Commissioner considers, as it has informed the Valencian Government, that the commissioning of standard gauge at the Industrial Area terminal . Almussafes could occur in the period between the second or third quarter of 2025.
