The general policy debate was closed this afternoon in Parliament with the vote on the resolution proposals presented by the different groups, which have shown that the previous work between ERC and Junts, with 21 joint initiatives, has been successful and has not been has been affected by the latest disagreements, which have precipitated the departure of Jordi Puigneró from the Government.

The general policy debate closes with a truce in the ERC and Junts votes

The general policy debate was closed this afternoon in Parliament with the vote on the resolution proposals presented by the different groups, which have shown that the previous work between ERC and Junts, with 21 joint initiatives, has been successful and has not been has been affected by the latest disagreements, which have precipitated the departure of Jordi Puigneró from the Government.

Republicans and post-convergents have asserted their majority and have managed to carry out their proposals, which range from a commitment to transformative governance at the service of citizens to a commitment to sovereign, fair, green and progressive taxation, passing through the strengthening of the public health system or the defense of decent work as a guarantee of opportunities and future.

ERC and Junts have only lost the vote on one of their joint resolution proposals, specifically, the fourth, referring to strengthening Catalonia's international vocation, which has received 64 votes in favor and 69 against, including, to the surprise of the parties of the Government, those of the CUP. Separately, Junts has managed to approve its four proposals alone, while ERC has lost one, related to taxation and tax management, and has surpassed the other three

While the ERC has voted in favor of all the Junts resolutions, the only Republican resolution that has received a yes from Junts has been the one that reaffirms that independence is the best horizon for Catalonia and asks the Parliament to "recognize that there is a majority of citizens who want to decide the political future of the country". Likewise, ERC and Junts have voted differently on some proposals presented by other groups, particularly the one presented by the commons that called for promoting a "clarity agreement" to achieve a self-determination referendum agreed with the State, along the lines of what was raised by Pere Aragonès on the first day of debate.

In today's debate, 117 resolution proposals have been voted, and in addition to the 21 joint ones by ERC and Junts, there has been another one agreed by all the groups, except the CUP and Vox, on support for the Catalan industry that has been among those that have received the most votes in favor, 114 compared to 19.

The socialists have achieved two important commitments: take forward the initiative in which they propose to demand from the central government the transfer of Rodalies to the Generalitat and that the president of the Generalitat, Pere Aragonès, set up a dialogue table within Catalonia and formed by the Catalan parties.

The proposal on Rodalies has been approved with the favorable votes of the PSC and the common ones and the abstention of ERC and Junts, who have presented their own initiative in this regard that calls for the "integral and complete" transfer of the service and that also went ahead. It is one of the historical claims of Catalan nationalism and one of the battle horses of former Vice President Puigneró until his recent dismissal. In total, the Socialists have seen 11 of their 15 proposals approved.

A socialist resolution proposal has also gone ahead calling for talks to be resumed between the Generalitat and Moncloa to expand and "transform Barcelona airport into a true intercontinental 'hub'", respecting biodiversity and the environment. The initiative has had the common vote against and the CUP, the ERC abstention, while JxCat, Cs, Vox and PP have voted in favor together with the group led by Salvador Illa.

The commons carried a resolution proposal on the clarity agreement that the president launched in the first session of the debate but it has been rejected. Although ERC has voted in favor, Junts has abstained and PSC-Units, the CUP, Vox, Cs and the PP have voted against. However, in another on the resolution of the political conflict between Catalonia and Spain, the commons have carried it forward, also with the division of the Govern groups (ERC voted in favor and Junts against). And in another that dealt with "the impulse of the dialogue table and the end of the repression", those of Jéssica Albiach have verified the differences between ERC and Junts, since the first ones are in favor and the post-convergent ones are against.

The commons have managed to carry out 9 of their 14 proposals and have withdrawn at the last minute one referring to the situation in Palestine. Specifically, they have seen approved initiatives on housing policies, on Catalonia's energy sovereignty and on sustainable mobility, among others.

For its part, the CUP has managed to pass a resolution on the right of access to Catalan, which denounces the State for violating the protection of minority languages.

While Vox saw all its initiatives rejected, Ciudadanos has obtained the favorable vote for a resolution in favor of self-employed workers, another on infrastructure and housing and one more that proposes that professional training be oriented towards the world of work. Finally, it has also been successful in a resolution against sexist violence.

The PP, which has not managed to approve the proposal that Aragonès submit to a matter of confidence, which has been rejected by all the other groups, has managed to carry out four of its fifteen proposals, one that speaks of strengthening the economy , another in favor of youth emancipation, a third in favor of the rural world and a fourth, to protect the owners from squatting, which has received 116 votes in favor and only 17 against the Commons and the CUP.
