The Consell de la República, chaired by Carles Puigdemont, has called a vote among its bases to decide whether the Catalan independence parties should block, or not, the investiture of Pedro Sánchez. The consultation will take place between October 17 and 23, and the provisional results will be published on the 24th of the same month.
After the King yesterday entrusted the acting president with the task of forming a government, the socialist leader announced that he aspires to form a broad Executive for the entire legislature, and to do so he needs to secure the votes of ERC and Junts.
With the key role of the independence parties, the Consell of the Republic met on September 12 to ask the question to its census: “Should the Consell of the Republic promote the blockade of the investiture of the president of the Spanish State by the Catalan independence parties?”
The proposal obtained 1,064 votes, which represents 1.18% of the census, the necessary endorsements for the approval of the consultation by the Electoral Commission, and to call the elections.
This proposal comes at a time of internal reorganization of the Consell de la República proposed by Puigdemont that affects the bicameral structure of the body, formed by the Assembly of Representatives, with a parliamentary function, made up of 121 representatives of local groups of the Consell, to control the Government leadership led by the former president of the Generalitat.
The reformulation, which proposed removing power from the Assembly, after being dissolved "by surprise" according to its members, has added criticism among the ranks of the independence leader, which had already accumulated since the beginning of his term in the Consell. The members of the Internal Political Action Committee of the “lower house” issued a statement describing the Puigdemont maneuver as typical “of the leadership of political parties with little or no internal democracy” and regretting that the former mayor of Girona wants to reinforce its power.
