The composition of the Parliamentary Table is the great unknown a few hours before its constitution

Tomorrow, starting at 12:00, the constitutive plenary session of the XII Andalusian Legislature will be held, the first to have a PP presidency after its leader, Juanma Moreno, obtained an absolute majority in the 19-J elections.

It has been the president-elect who, through a message on his social networks, has announced that he will propose the acting Minister of Health, Jesús Aguirre, as president of the Chamber, an appointment that has been welcomed by this formation and criticized, in equal parts, by the confluence of leftists 'For Andalusia, who see in this gesture a declaration of the Government's intentions in favor of the “privatization” of health, as stated by Juan Antonio Delgado, elected deputy for Cádiz.

However, beyond who manages to be in charge of this position, the uncertainty comes from the distribution of seats of the Chamber Table, which must be constituted this Thursday in order to propose Moreno as president of the Board in the next days. The PP has not yet revealed how it will be constituted, with the vice-presidencies and secretariats still to be filled.

The popular ones have 5 of the seven seats on the Table, while the PSOE-A, according to the seats obtained, have 2 seats. However, the next government has already commented that it will seek "plural representation" in it, for which the two majority parties would have to cede one of their positions to Vox and Por Andalucía, so that both formations have a voice and a vote. At this point, the Socialists have flatly refused to give up their space and, de facto, have announced today that they will propose Irene García (former Vice President of the Cádiz Provincial Council) and Noel López (Organization Secretary and deputy for Granada) for a vice-presidency and secretary of the new Bureau of Parliament.

Thus, as the leader of the PSOE-A, Juan Espadas, pointed out, the representation of the rest of the parties will depend on the "generosity" that the PP would like to practice.

Article 36 of the Parliamentary Regulations states that “all the parties, federations and coalitions that, having attended the previous elections, had obtained sufficient representation to constitute a parliamentary group, will have the right to be present at the Table”. Vox, for its part, demands a "significant" position with "voice and vote" in this body, while Adelante Andalucía, led by Teresa Rodríguez, has announced that it will go to court if its formation is left out.

The PP already announced at the beginning of the week that it would seek "plurality" in the Table, so that those parties that have managed to have their own parliamentary group can be represented, that is, all those that have at least 5 deputies (Vox and For Andalusia they meet this requirement, although Adelante Andalucía would be left out). However, the quota is reduced to 7 seats and, according to the seats obtained on 19-J, only PP and PSOE have direct access to seats.

And this is where the conflict starts. The PP insists that in an "act of generosity" it has opened negotiations with the rest of the parties so that they can have a say in this body, being willing to give up one of their seats if the Socialists do the same. In this way, both Vox and Por Andalucía could participate in the private negotiations that take place here. But the socialists have totally rejected this path. They are not going to give in.

There is another option: create committees for the two parliamentary groups. That is, they can be aware of what is debated in this body but they will not have a vote. For those on the extreme right and those on the left, this possibility is not valid either.

The leader of Adelante Andalucía, Teresa Rodríguez, also wants to be present at the Table. Knowing that she, with her two seats, must become part of the Mixed Group, she is not resigned to being left out of the private debates that are held in this body. For this reason, she has appealed to the "democratic sensitivity" of the groups to occupy one of the seven seats of which it is composed.

“There are possibilities”, he declared, every time he recalled that the Regulation “does not deny” this possibility. "The Parliamentary Table is a place of private negotiations, so the rest of the people who are not there cannot find out what is being talked about there, something that we have never liked", thus claiming that "the logical thing would be for all the groups we could participate in this organ of organization of parliamentary life”.

Adelante Andalucía will exhaust all possible ways to obtain this representation within the framework of negotiation and dialogue, but, if it does not succeed, the members of the formation will opt for the judicial route.

The constitutive plenary session of the XII Legislature will start tomorrow at 12:00. At this time, the Age Table will be formed, coincidentally chaired by Jesús Aguirre, Juanma Moreno's personal commitment to chair the Chamber. The purpose of this is to manage the votes of the Parliamentary Table, from which the president, 3 deputy councilors and 3 secretaries must come.

The presidential candidate must achieve unanimity in the first round, or a simple majority in a second vote. For the rest of the positions it is only necessary to obtain the majority. In this regard, Aguirre has shown hope today that everything will develop "correctly", although there are many unknowns to be resolved.

Once the Table is formed, the winner of the elections, Juanma Moreno, must be proposed as president. The Regulation establishes a maximum period of 15 days for this, although this time is to be shortened, so that the investiture debate is held on July 20 and 21 and the following day, Friday 22, the popular leader can take possession of office.
