Despite the fact that she has reiterated that the measures related to interior temperature and window lighting must be applied "from tomorrow", when the decree comes into force, the third vice president of the Executive and Minister of Ecological Transition, Teresa Ribera, has indicated, in an interview in La Ser, that "what matters is not sanctioning but channeling the will to contribute to the collective effort".

Ribera, as he did yesterday at a press conference, has once again differentiated between large stores and small businesses, for which he has admitted that "we must leave room for them." "I don't think there are fines from the first moment," reflected the minister, who again pointed to the Autonomous Communities as responsible for enforcing the decree while denying that the rule invades their powers.
