A few hours after the entry into force of the energy saving decree, the Government trusts the citizens to apply and comply with the norm, which contemplates temperature limits in public spaces and the closing of the night lighting of shop windows, and does not see a will of generalized refusal despite the criticism coming above all from the autonomous communities governed by the PP.
Despite the fact that she has reiterated that the measures related to interior temperature and window lighting must be applied "from tomorrow", when the decree comes into force, the third vice president of the Executive and Minister of Ecological Transition, Teresa Ribera, has indicated, in an interview in La Ser, that "what matters is not sanctioning but channeling the will to contribute to the collective effort".
Ribera, as he did yesterday at a press conference, has once again differentiated between large stores and small businesses, for which he has admitted that "we must leave room for them." "I don't think there are fines from the first moment," reflected the minister, who again pointed to the Autonomous Communities as responsible for enforcing the decree while denying that the rule invades their powers.
"There will have to be a warning, ask why they are not being applied and, in a proportionate way, adopt measures," explained the third vice president. In this sense, she has defended that "compliance (of the regulations) must be monitored, but also favor it, not sanction immediately".
Faced with the possibility that Madrid refuses to apply the decree, Ribera has opened the door to present a negative conflict of competences before the Constitutional Court after a previous warning. In any case, she has been confident that the regional governments will not disobey. "I believe that any responsible government will apply the rules," the vice president insisted.
At this point, he has shown confidence in the public, since the rule is aimed at the people responsible for the spaces. "You have to trust the people and the Spanish citizens", exhorted the minister for whom "there is no will of generalized refusal".
However, Ribera has been annoyed by the attitude of the autonomous communities, especially the PP, which, according to her, did not raise doubts about the decree or proposals at yesterday's Monday meeting but rather from the beginning they wanted to "impose a withdrawal " of the decree, something that has repeated that it is not possible. Thus, the vice president has described the PP's strategy against the norm as "escalation" and a "spiral game".
Finally, the head of Ecological Transition has been confident that the decree will be validated in September and has appealed to the responsibility of the parliamentary groups.
For his part, the Minister of the Presidency from Murcia defended the energy saving plan, "agreed with our European partners" and which, according to him, "does not affect our way of life in any way". "What it does do is enable us to save 7% on our energy consumption", something he considered "essential" in a context of solidarity with Europe. Thus he defined the decree as a plan "in accordance with our way of life, respectful of our uses and customs and of pure common sense."
And he charged against the "obstructionist" attitude that, in his opinion, the opposition of the PP has.
