The Animal Welfare law, which comes into force on September 29 and requires dog insurance, a “responsible ownership” course for owners, and the identification of certain animals included in a list, could delay its application in some points when the Government is in office. Specifically, the obligation to have insurance is delayed because the current Government cannot approve the specific regulatory development it requires.
This has been confirmed by the general directorate of Animal Rights, dependent on the Ministry of Social Rights and Agenda 2030, in a circular in which it is recognized that the mandatory contracting of civil liability insurance for dogs is postponed until a regulation that develops the standard, reports El Periódico.
Civil liability insurance is a policy that covers the damage that these animals can cause to third parties, whether material, another animal or even a person, and will be mandatory for the more than 9 million dogs that are estimated to exist in the country. Spain, according to the Afaac association.
Among other issues, the regulations will have to determine the minimum capital with which these animals will have to be covered. According to the association of Spanish insurers, Unespa, dogs are behind the majority of accidents related to pets and cause mainly material damage, with an average cost of 466 euros.
For example, as the ministry directed by Ione Belarra recalls, in the case of “potentially dangerous” dogs there is a specific regulation in force that requires their owners to have a minimum coverage of at least 120,000 euros.
The Ministry of Social Rights reminds, however, that before taking out insurance, ask the home insurer, because many include it.
Meanwhile, insurers are preparing for the massive contracting of civil protection insurance for pets, which is generating an increase in the contracting of these policies of up to 20% in large cities.
This average increase has grown as the entry into force of the new law has approached, with greater hiring in both the “Accident” and “Illness and Accident” modality so far this year.
The price of this insurance starts at 30 euros in the case of Mapfre, 5.85 euros per month in the case of SegurCaixa Adeslas or 38 euros per year in the case of AXA. According to the Rastreator comparator, the average price is 38 euros per year.
