The Junts per Catalunya congress, in which the leadership of Carles Puigdemont and Jordi Sànchez has been relieved, with the entry of Laura Borràs and Jordi Turull, is now entering the second phase, the discussion of the documents of an appointment of that nature. In this document, coordinated by Aleix Sarri, a date is set for the end of the dialogue with the central government –on the fifth anniversary of the 1-O referendum, which will take place this October–, and the possibility of consulting the affiliates by the Government agreement with ERC; yes, after the presentation of the audit carried out by Josep Rius, vice president and spokesman for the party, and the Minister of Foreign Action and Government Oversight, Victòria Alsina, on compliance with the pact one year after it was sealed.

"Junts considers that it will be necessary to assess the degree to which the Government's agreement is being complied with and, for this reason, it is preparing a balance that puts the degree of compliance black and white, analyzes why more progress has not been made and what measures should be adopted, without ruling out any. In this scenario, Junts will propose to its bases the possibility of continuing or not in the Government or adopt other initiatives appropriate to the situation, "says the document. In the conclusions, it is emphasized that the decision will be submitted to the militants "in the event that measures must be adopted."

Borràs, after announcing the joint candidacy with Turull at the beginning of March, had already put this issue on the table, although the query to the militancy in this regard was not agreed upon beforehand. In any case, the former minister, now secretary general of Junts, has indicated today on Catalunya Ràdio that the agreement was endorsed by 80% of the militants and that any change in it will also be submitted to the consideration of the affiliates. "The government agreement was ratified by the militancy. Any change we make, or in case there could be a rethinking, who should have the last word is the militancy," he summarized.

For the anniversary of the referendum, which was held despite the prohibitions and impediments of the executive then led by Mariano Rajoy, JxCat proposes a "turning point". "After five years in which dialogue has been given a sincere opportunity, it is time to resume the thread of October 1 and the culmination of independence," collects the 45-page text, in which several group leaders: Joan Canadell, Francesc Dalmases, Míriam Nogueras, Josep Rull and Mònica Sales, in addition to Sarri.

The formation also highlights that the agreement for this legislature with the Republicans contemplated the creation of a space for strategic coordination that has not been launched. In the paper, this space is considered "basic" to "prepare the next phase of the independence process", as well as coordination in Madrid, which is judged to be "practically non-existent". For this reason, training ensures that it will ensure that coordination in all aspects is set in motion as soon as possible.

Regarding the policy of pacts, it is pointed out that "all the pacts and agreements that are proposed must contribute to creating the conditions to make possible the necessary democratic overflow to achieve independence." "In that sense, the national leadership of Junts will promote that the government agreements be with pro-independence forces," adds the paper, which provides that "when the balance of the pact or the agreement does not meet these conditions, it will have to be resigned or reconsidered."

However, in the municipal report, prepared by the deputy Jordi Fàbrega, who was mayor of La Seu d'Urgell, the possibility of having freedom to agree is foreseen, although it is committed to prioritizing agreements with pro-independence forces. It is a shorter and specific document for the local level. "Local autonomy will be respected taking into account the different territorial realities", affirms the paper, which was presented by Fàbrega on Saturday at the congress that was held in the French region of Catalunya del Nord.

"We demand a new roadmap, agreed upon by the maximum number of possible pro-independence actors, which will allow the movement to advance once again on the path to independence, as well as the definitive creation of a joint strategic space, as provided for in the Government agreement and a policy of pacts that prioritizes independence", concludes the paper.

In the next general policy debate, scheduled for after the summer, the formation will present "a series of proposals aimed at preparing the culmination of the independence process." "In the event that a satisfactory agreement is not reached with the rest of the independence parties, and, taking into account the balance of the Government's agreement, Junts will propose initiatives appropriate to the situation to its bases," it added.

Apart from the political presentation and the municipal presentation, work has been done on a sectoral document, coordinated by the former Minister Damià Calvet, and on a new proposal for statutes, in an organizational document led by the Minister of Social Rights, Violant Cervera. In the organizational proposal, executive functions are given to the figure of the presidency, as agreed with Turull when agreeing on the joint candidacy, and the creation of the figure of the deputy general secretary is contemplated, a position that he could occupy, if it goes ahead this statutory modification, David Saldoni, member of the executive and secretary of organization with Sànchez.
