Although the text foresees precautionary sanctions and suspensions for cases in which there is a final conviction for a crime of corruption or in the event that oral proceedings are opened for crimes of this nature, there is a safeguard for cases considered by the commission of guarantees of training as lawfare, both for the opening of oral proceedings and for the situation in which there is already a final conviction. To date, the management of Junts has unanimously defended that the case of Borràs is part of that situation.

Thus, in the paper, whose work has been coordinated by the Minister of Social Rights, Violant Cervera, it is considered a very serious offense "the conviction with a final sentence for a crime related to corruption or embezzlement of public funds, or other crimes that attempt against the founding principles of the party". But then it is pointed out that "it will not be understood in cases of lawfare, which will have to be assessed in each specific case by the guarantee commission."

However, from the local group of Berguedà an amendment was introduced that arrives alive at the congress and that will have to be voted on in which it is requested to eliminate this last aspect related to lawfare.

In the precautionary measures for the suspension in the event that there is an order to open an oral trial, the exception has also been introduced for cases that are considered lawfare.

In the section on sanctions for very serious offenses, the "temporary, partial or total suspension of rights as an affiliated person or expulsion from the party for a period of four years, which entails disqualification from being able to stand as a candidate for any institutional position, is applied." while the penalty lasts.

In the current statutes of JxCat, affiliates against whom an oral trial has been opened for a crime related to corruption are automatically suspended and the expulsion from the party of those who have been convicted of any of those crimes is contemplated. . The text still in force is in line with the Catalan party law, which marks the automatic precautionary suspension of affiliation in cases in which an oral trial is opened to a militant for crimes related to corruption.

Another of the points that will be voted on in the congress is an amendment from the assembly of the veguería of Alt Pirineu i Aran and another from the assembly of Igualada that propose giving a voice to the militancy and that the bases decide on the continuity of Junts in the Govern de la Generalitat once the result of the audit of the degree of compliance with the pact reached in May 2021 with the Esquerra Republicana for the Catalan legislature is public. In fact, the Igualada amendment proposes voting regardless of what the audit says.

The political paper does not contemplate the vote on this aspect and the document that examines the coalition pact of the Catalan Executive will not be ready yet. It is expected that the result of the audit coordinated by the party's vice-president and spokesperson, Josep Rius, and the Minister of Foreign Action and Open Government, Victòria Alsina, will be presented at the end of July. However, until the national council to be held in September, it will not be analyzed in the internal organs of Junts.

There is also an amendment that proposes that Junts leave the Government after the congress "given the disloyal behavior of ER (sic) and the strong loss of confidence in Junts derived from a bad government and a fictitious society that does not work". Another bet for the party to propose before September 15 of this year the possibility of continuing or not in the Government

In the political paper that will be voted on Saturday and Sunday, JxCat's policy of pacts is collected for the next electoral cycle, which is scheduled to start in the municipal elections of 2023. Although it is highlighted that the priority is to seal pacts with the independence movement, the local autonomy of mayors and councilors is respected if in this way the political action of the party is allowed to be applied.

At the supra-municipal level, it is stated that "as long as there are exiles and victims of reprisals, Junts will make a high priority agreement with those parties that accept the right to self-determination and condemn the repression" and it is stated that a pact will be proposed to the rest of the pro-independence formations to ensure the maximum number of mayors and municipal and supra-municipal entities led by the independence movement.

The pulse between the sectors of Junts, which was explicitly seen in the Argelers votes, has also been transferred to the organizational presentation. Several amendments arrive at the congress alive to give or remove powers in municipal politics to the organization secretary, David Torrents, close to Borràs, and, on the other hand, to the deputy general secretary, David Saldoni, of the maximum confidence of Turull.
