Feijóo, willing to reform article 49 of the Constitution if no further changes are included

Article 49 of the Constitution speaks of the "disabled", a term that all the sectors involved, and most of the political parties now reject, who believe that it is more appropriate to speak of disability or different abilities. That article 49 is one of those that the President of the Government, Pedro Sánchez, offered to Alberto Núñez Feijóo at the meeting they held in early April, once he was elected president of the PP. Today, after a meeting with the CERMI (Spanish Committee of Representatives of People with Disabilities), the popular leader has shown his willingness to modify the Constitution, on one condition, that there be a prior agreement between the parties that make up the Government and the PP , extendable to the rest of the parties, to circumscribe the constitutional reform to that article.

This represents a change with respect to the attitude of Pablo Casado, who did not want to talk about any constitutional modification to prevent other articles of the Magna Carta from being called into question, taking advantage of the situation. It is the same prevention that Feijóo has, that is why his proposal is that before the end of June a table be constituted that includes the parties that make up the Government, plus the PP, to reach an agreement on the reform of that article and It is guaranteed that it will not go further or talk about other issues. There must also be a commitment between those parties that agree to the reform, that none will promote a referendum on the reform, since the referendum can be requested by 35 deputies or a tenth of the senators.

What Feijoo intends, and assures that it also responds to the will of CERMI, is that "disability is not used in a tortuous way to open the melon of the reform of the Constitution to other issues" such as the territorial model, or "the design of state", that is, the form of state that is collected as Parliamentary Monarchy. It would be a matter, he said, of "not politicizing a reform", that of disability, which in his opinion is "timely, appropriate, justified, and we have to do it."

Feijóo's prevention has its origin in the fact that Pablo Iglesias promised in his day that any constitutional reform be submitted to a referendum, since Podemos has enough votes to provoke the referendum, and that it is feared that if the constitutional reform is not limited , the independence parties will want to modify the autonomous state, and some parties will submit the monarchy or the republic to a referendum.

For this reason, Feijóo's proposal is that the table that includes the government parties prepare a closed proposal, which is submitted to the Council of State, which includes what the Council of State decides, and then a written commitment that it will not nothing else will be included in the reform, and that there will not be a referendum.

Still on Tuesday, in the first face to face, in the Senate, between Pedro Sánchez and Alberto Núñez Feijóo, the President of the Government reproached the leader of the PP, that of the issues on which he had offered an agreement the day they met in La Moncloa, he would not even have accepted the reform of article 49 of the Constitution. Today, Feijóo has agreed with CERMI to address the reform, with the limitations on constitutional reform, which this body recognizes.
