Although the pension reform continues to be blocked due to the opposition of the social agents on the two major issues, such as the extension of the calculation period and the uncapping of the maximum bases, yesterday there were advances in the measures to reduce the gender gap. This is a 10% increase in the maternity supplement; that the first three years of leave of absence for family care or reduced working hours for child care contribute one hundred percent for the pension; and to improve the coverage of contribution gaps in professional careers.

Regarding the maternity supplement, now called the gender gap, an increase of 10% is established to be distributed over two years, in proportions yet to be established. "It will be subject to an increase of 10% in addition to the annual revaluation, in the period between 2024 and 2025," says the text.

A second change refers to the periods of leave for the care of family members and reduced working hours for children. In both cases, the first three years will be considered fully quoted. They will be for periods of leave to care for relatives of up to the second degree who cannot fend for themselves, and with respect to the reduction in working hours to care for children, the contributions will be considered computed "up to 100% of the amount that would have corresponded” without said reduction.

The third amendment covers career gaps when having a child. In this case, it rises to 80% of the minimum base between months 49 and 72 for women between 35 and 45 years of age and men who have suffered an interruption in their working career in those years after having a child.

The ministry has also included a commitment that is not directly related to the reform. It is about partial retirement, seeking a better compatibility between work and pension. To do this, it will present a proposal to modify this regulation in the first quarter of 2023.

In any case, on the star issue, the extension of the calculation of the pension to 30 years, excluding the two worst years, the opposition of unions and employers is resounding. "It is not in the Pact of Toledo, there is no evidence that there is sufficient parliamentary support, and therefore we do not understand that the Government makes the proposal," says Carlos Bravo, from CC.OO. There is also no agreement on the capping of the maximum contribution bases. The CEOE affirmed that "we maintain our opposition, understanding that the proposals imply both a cut in rights and an increase in labor costs that will harm the labor market."
