ERC proposes in extremis to Junts a new law on Catalan so that it returns to consensus

From necessity, virtue. On May 31, the deadline for applying 25% of Spanish to Catalan schools ends and in Esquerra there is a certain vertigo of being left alone with the PSC and En Comú Podem with the reform of Language Policy. For this reason, the Republicans are doing everything possible so that JxCat returns to the consensus at the end of March to maintain the school model in Catalan. This Tuesday morning ERC has demanded more time from socialists and commoners to convince those of Carles Puigdemont and one of the proposals that it proposes is to formulate a new ad hoc law to prevent the ruling of the Superior Court of Justice of Catalonia from being imposed (TSJC).

The socialists and the commons are waiting. They learned in the morning of the intention of the Republicans to make one last attempt and to present to JxCat the proposal of a law made expressly for the occasion. But they gave 24 hours to resolve the issue. The limit would be around twelve noon and they notified the ERC that "not one more". Whoever falls, whether Oriol Junqueras's men convince Junts or not, the PSC and the commons will request that an extraordinary meeting of spokespersons be held so that it is included in the agenda of the next plenary session of Parliament, whether it is the alternative that consensus is reached or the first idea: the reform of the Law on Language Policy.

From the outside, Esquerra assures that he will stay together with PSC and the commons if Junts does not get on this last train. In a small committee, the Republicans do not have it so clear and do not want to anticipate the scenarios. ERC also balances so as not to lose the PSC with the negotiation with JxCat and they point out that at the end of March the initiative received the support of 80% of Parliament, which with the remote possibility of including the CUP would reach 85%. The anti-capitalists, however, have already said that with the current proposals they are aware of, immersion is not shielded, although that is what is defended by the promoters.

The Republicans have already proposed an amendment to the March agreement that the Socialists did not like: it explained that percentages do not fit in the Catalan school education model, as the TSJC points out. This point could now be included in the decree law that the Government is preparing and that the rest of the actors do not yet know.

This is a second path that does not exclude the first. The government's decree law could be approved this week or, at most, the next, and bets that it be Education, as Junts proposed, that validates the linguistic projects of schools, in order to protect directors and teachers. It would make it possible to establish a new legislative framework while waiting for the possible approval in Parliament of a higher-ranking law. This decree would be added to another that Education is preparing for the next course, where the second title of the Catalan Education Law of 2009 (LEC) would be developed.

The third way to deal with the execution by court order of 25% in Spanish is an appeal. It was presented this Tuesday by the Generalitat. He asks that the court order be suspended until this appeal is resolved "due to the serious damage it can cause throughout the educational community at this point in the school year", a few days from its completion.

Anyway, all the scenarios are open, the negotiation continues and Junts has not changed for now despite the ultimatum of the rest of the groups, which was made public a few hours before. Be that as it may, the possibility that there is a differentiated vote of the two partners of the Catalan Executive could further complicate relations in the Palau de la Generalitat
