The Minister of Finance of the Foral Community of Navarra, Elma Saiz (Pamplona, 1975), will leave her position in the regional executive to assume the Social Security portfolio in the Government of Pedro Sánchez, which until now fell to Minister José Luis Escrivá . Saiz, a university professor, was also a delegate of the Government in Navarra between 2008 and 2012 and has been a councilor in the Pamplona City Council for a brief period, from June 2019 to August 2019. Before being a delegate of the central government in Navarra, she was a regional deputy between 2003 and 2007. Later she was director of the Navarro Institute for Equality and Family (2012).

In addition, she was a university professor and was a collaborator in the University Master's Degree in Business Law and the University Master's Degree in Tax Consulting at the University of Navarra as well as in the School of Legal Practice and in the Law degree at the same university center. She also participated as a teacher in the Master in Tax, Labor and Accounting Consulting at the Public University of Navarra and has given various professional certificates.
