Complaint against the Andorran judge who gave Spain the BPA hard drives

The Andorran judicial labyrinth continues to get more complicated. One of the former owners of Banca Privada d'Andorra (BPA) and Banco de Madrid, Higini Cierco, has filed a new complaint in the Andorran courts, in this case against the batlle -judge- Canòlic Mingorance, who in 2015 was the judicial responsible for the validation of the delivery of a computer copy with the bank database.

BPA ceased to exist on March 15, 2015, and its subsidiary Banco de Madrid followed suit. On that date, FinCen – a North American organization to combat criminal financing – considered that BPA should be closed for having suspicious clients. The information was apparently provided to the US by the Andorran authorities and by the Spanish police, through the embassy in Madrid, although only one of the suspected cases led to legal proceedings, and it was for tax offences.

In any case, the Spanish Anti-Corruption Prosecutor's Office opened an investigation a few days later, but the international rogatory commission asking the Andorran justice for a copy of all the bank information arrived at 2:46 p.m. on March 24, when computer technicians and Spanish police agents were carrying since 10 in the morning making the copy. Therefore, the complaint considers that the judge who supervised the process committed a crime of prevarication. Among other things, because it was never known if the data from BPA, Banco de Madrid or both were delivered.
