The Government Delegation has reported that Raquel Ibáñez will be the new sub-delegate of the Government in the province of Valencia as of December 1. With her appointment, the delegate closed the restructuring of her team after her arrival at the Plaza del Temple at the end of June.
Ibáñez is a lawyer from the Administration of Justice (what until 2015 was called a judicial secretary) and will be the first woman to lead the sub-delegation, a position that until now has always been held by men.
In fact, with her appointment, for the first time, all the high positions of the Government of Spain in the Valencian Community are held by women, with the Government delegate Pilar Bernabé, and three women as sub-delegates.
Ibáñez is from 2021 until now the head of the Criminal Court no.
In that period, from January 2013 to June 2016, he was in the Civil and Criminal Chamber of the TSJCV, on secondment, as reinforcement to bring several macro-causes of corruption, such as the Valencian branch of the Gürtel Case (parts 1, 2 and 6; piece 4, and piece 3).
Before joining the Administration of Justice, he worked in the Autonomous Administration as trusted personnel in the Government of Joan Lerma. First, he was part of the cabinet of the Minister of Public Administration, Joaquín Azagra i Ros, (from September 1988 to January 1990), and later in the same Ministry with the team appointed by Emerit Bono (from February 1990 to June 1990). .
According to sources from the Government Delegation, Ibáñez replaces Luis Felipe Martínez who is retiring (he turns 70 next April) and with whom he worked in the regional administration during the Government of Joan Lerma. Martínez was sub-delegate of the Government during the years of the Government of José Luis Rodríguez Zapatero (from 2004 to 2010), and in the Government of Pedro Sánchez he was appointed first Secretary General of the Government Delegation (March 2020) and at the end of 2021 as Subdelegate of the Government in Valencia.
Martínez was the person who replaced the previous sub-delegate in Valencia Rafael Rubio who was arrested in the framework of the Azud case that investigates an alleged plot to collect urban commissions.
