The Aigua és Vida Girona entity has filed a contentious administrative appeal against the agreement signed by the Girona City Council and the Costa Brava Water Consortium (CCB), approved last April, according to which the Ter river water is consolidated derived from the coast.

Until the expansion of the Montfullà Potable Water Treatment Plant, the Ter River's flow concession for Girona was 540 liters per second. In 2012, the Catalan Water Agency increased it to a total of 1,380 liters per second, of which 720 l/s were for the Costa Brava Water Consortium and 660 l/s for Girona.

Environmental organizations understand that since 2012, "more water than the Ter River allows for the speculative market" has been released. The Aigua és Vida Girona entity calls for a "public debate" to analyze what flow can be transferred to the Costa Brava at a time of drought and scarcity of this water resource.

One of the entity's spokespersons, Pau Masramon, considers it a "flagrant contradiction" that while "the river narrows by 45%, water rights have expanded by almost 40%.

From SOS Costa Brava they believe that one of the consequences of the approval of this agreement between the Girona City Council and the CCB will be the increase in buildings on the coast.

The entity fears that the 15,000 homes that were stopped in 2021 with the approval of the Costa Brava Directorate Plan will now remain "wet paper."
